I have been using this program in access of a year. And I have to tell you, I had photoshop, and I uninstalled it.
The program, using layers, is a VERY powerful piece of material. It supports pluginns written in C# and has great tutorials and help on the forum. It has many effects, a great color window with customizable color pallets and many tools to work with. Don’t like what you just edited? Use the User History to retrace your steps. For a free program, and ease of use, and easily learned, this program is hands down the best.
